Functional cosmetics in Korea: the three claims and what sits behind them
A Korean cushion often claims a triple function at once. That is not an advertising device but a regulated status, and a buyer should know what it evidences and what does not cross the border with it.
A Korean cushion or tone-up base often states that the product performs three functions at once: brightening, wrinkle care and UV protection. To a buyer new to Korean skincare that looks like an excess of promises. In fact it is an official status.
What functional cosmetics are
Korea has a separate regulated category. A product that claims certain effects must go through a set procedure and evidence them with testing before those words may appear on the pack.
The list of claims is closed. It covers brightening, reduction in the appearance of wrinkles, sun protection and a few further areas. Anything outside the list may not be claimed by an ordinary cosmetic.
So a triple function on the pack is not three advertising slogans but three separately evidenced claims.
What the status actually evidences
That the manufacturer went through the procedure and holds the documents. For a buyer that is a saving: a product with this status usually arrives with a complete testing pack, and you do not have to assemble one from scratch.
That the claim was checked by a method rather than written by a marketing department.
And, indirectly, that the manufacturer works systematically: nobody goes through the procedure for one incidental item.
What it does not give
It does not travel across a border by itself. Korean functional status does not automatically make the same claims permissible in Europe, Latin America or the United States. Every jurisdiction has its own list of allowed wording and its own evidentiary bar.
More than that, a literal translation of the Korean wording may be impermissible in your market even when the product itself is entirely sound.
So the status is a strong argument in negotiation and a weak basis for a label until your regulatory specialist says otherwise.
What to ask the manufacturer
Which claims exactly the item holds functional status for — as a list, not as a general phrase.
Whether test reports exist and whether they are passed to the buyer.
What wording the company will confirm in writing: that is what you will carry to your importer.
And SPF and PA separately: the figures on the pack must match the test report, and the measurement method is worth naming.
